The Christ Church Plan for the redevelopment of 140 Green Pond Rd is just too big for the area.
It means that all IRSA sites must be cleaned up and a letter issues from the DEP and DHHS proving it has been cleaned up and once that is done then it can be used for a school or similar use, such as house of worship. The interesting part of this is the fact that 3-5 sites are under the foundation and you need a permit to get to it, but you can not get any permits until it is cleaned up? It is a catch 22.

Thanks for the interpretation. I see that you seem to be saying that this new law not only prevents a school being built on the property prior to clean up of the sites but also to the megachurch itself since you consider such a church to be a "similar use". Is the idea that since children would be expected to be present at the church as well as at the school, they are treated the same under this law?
I read the law and can't really find where it would apply to the church. The law seems to apply to child care centers or use for educational purposes. Am I missing something? Thanks.
What puzzles me is the glee that engulfs Ms. Salberg as she acknowledges that the soil at 140 GPR is rife with toxic chemicals. Chemicals that are slowly seeping into the precious water supply that Ms. Salberg was so intent on protecting. If the activist minded residents of RT were so dedicated to protecting their water, they'd be far less concerned with a church at this point and far more concerned with getting those chemicals out of there, wouldn't they?
If I recall correctly, it was indicated that leaving the site alone was the best remedy for the contaminants; that disturbing the contaminated soil would require a full and complete cleanup.
I may be wrong, but that's what I seem to remember hearing.
Karen you are correct. To open the contamination up to the air and water may cause the chemicals to spread into the water supply ie the town well and the rivers to the front and rear of the property. In speaking with environmental specialists we know that containment is the best option for this land and the highlands. The chances of a much larger problem are far to high to risk with opening the land. As for the catch 22, as this is a government set up catch 22 I would suspect them creating some type of way around it at some point, one that will likely cost tax payers and our environement a pretty penny.
Re how this covers a house of worship - as it references educational uses that would include religious education as well as non-religious thus houses of worship would also be covered.
This is a major issue for this applicant and yes they are still applicants as they have many applications pending with the DEP. It has also not been mentioned how the applicant is going to meet the conditions or how the membership who is paying for all of this feels about the spending of millions on a project. I have heard from a few former members of the church lately, they are not very happy and it seems that many of them are looking for a house of worship that more closely fits their morals and ethics. One of them actually apologised to me and the people of Rockaway Twp for the manner in which the applicant has conducted itself, he has left the church and now attends a different one, a small one around the corner from CC in Montclair. I thanked him and let him know that we did not think poorly of the membership only its leadership.

I am with you folks on one point: If I were Pastor Ireland, I wouldn't bother disturbing and inch of soil. I'd internally reconfigure the two large structures that exist to suit my needs and start holding services. There be few roadblocks to this approach, with the environmental issues out of the way, and the traffic and "infrastructure" points already conceded by the Township, the only things to wait for would be the new light and the inside work. They could use the existing parking spaces and put the overflow in the field. But of course, this might not fit Pastor Irelands vision. Not to worry, as I've heard rumor that a large Islamic group is interested in acquiring the property and using it virtually as-is. In that case, Maier's prayers will be answered!
I dont know why i am wasting my time responding to you but here goes;
1. This is NOT about disturbing soil, holding services or working with what you have - This is about building an infrastructure that will sustain a profitable business. that is the "vision" period
2. Why did you choose Islamics for your made-up rumour? Do you have an issue with them too?
