Happy New Year to all!


Hello to all and I hope you have all had a great holiday season!

The coming year will likely lead to some resolutions in the matter of Christ Church and the outcome is still one that is far from clear.

Some things to remember and share with our neighbors:
The planning board approval does not mean that they can begin building, it is just one step in a process. The 46 conditions set by the planning board must be met - which include (these are from my notes so I may have missed some detail may be missing):
1. No full time residents on property
2. Helicopter landing site must be open to the community.
3. Student enrollment cap of 350.
4. Maintain an agreement to care for the traffic signal.
5. When the sanctuary is in use no other rooms can be in use.
6. No overflow usage - CO max only
7. All curves must be mountable by emergency vehicles.
8. Traffic lights are at there cost.
9. Oil tank must be removed.
10. Environmental monitoring must be done on a monthly basis by CC.
11. Gym and bleachers can not be used during times when the Sancuraty is in use and further no gym during funerals.
12. No use of the liberary on Sunday.
13. No functions can be held on Sunday nights or Friday nights.
14. Wed, Fri, Sunday during the day no gym use.
15. Fire surpression system must be maintainted.
16. No Chorus or Sports activity during bible study.
17. Signage must be approved.
18. Title 39 - they must apply.
19. No parking on the ring road at any time.
20. ALl fire approvals must be obtained.
21.0 Prior to CO must meet with fire officicals and also on a semi-anual basis.
22. Garbage collection bust be done bewteen 7am and 7pm
23. Air condition must be quite condensor type field statuc balanced.
24. Noise study to be conducted over summer months.
25. No outdoor activities.
26. No load speakers outside.
27. De-icing plan must be approved in advance.
28. Train blazing plan must be submitted.
29. Sidewalk waivers or they can pay for it.
30. Monitor silt in the pond during construction on a daily basis.
31. Field static balance fans.
32. Parking attendants must be on hand and formally trained.
33. Uniformed police officers during demolition and soil removal.
34. Light override and transponder system for EMS.
35. Signage warning of traffic signal.
36. Developers agreement on details of demo.
37. Environmental safe guard scientist onsite and report at the end.
38. Storm water management monthly reports w/ health officer and goetech engineer on site.
39. Testimony said sanctuary used only on Sunday - therefore parking is limited to 900 spaces.
40. Maintain a 150 foot buffer from all water.
41. No habitation removed or trees removed without DOI approval.
42. Demo and removal of 1500 yds in any 24 hour period, no trucks during the hours of operation of school buses.
43. No construction until the approval of DOI is obtainted.
44. Sunday services must always maintain a 2 hour interval between services.
45. Stock piling of soild in ball field area ONLY.
46 No religious services until all construction is complete and CO issues.


Now add to this list of 46 all of the permits required by the DEP then add to that the new requirements by the NJ Senate regarding building a school on property requires all IRSA sites to be cleaned up and investigated by the department of health and human service prior to permission to begin construction.

In short this is FAR FAR FAR from over and the poor people of Christ Church have no idea the money needed to build this project could have gone to much better causes and helped thousands of people instead of compomising the environment, causing a financial burden to the town, adding to congestion and traffic and costing them millions of dollars.

Estimated time for all approvals 3-5 years (DEP- DOI- Town...), Construction 2-3 years and cost... I can not even begin to guess.

I have a question about item 40. I thought that the setback buffer from streams is supposed to be 300 feet and 1000 feet from wellheads. Anyone know?

I am not 100% sure at this point what the exact impllications of those 2 items are.

With regard to the buffer issues the condition was more detailed then I wrote, at this point they must maintain at least 150 foot buffers is most areas, however if the highlands exemption is lifted then the buffers would be increased to 300. The town well buffer of 1500 foot is one that I am still not 100% clear on how they are going to handle, I have some ideas of how and why they are dealing with it as they are but I am not going to publish it here.

Hi Lisa,

Number 9 should be pluralized. In my recollection, there are at least two underground oil tanks on that property. Two of them are huge - - - something around 25,000 Gallons each. It warms my heartstrings just thinking about how much money ireland must pour into those things. Pray for Snow and Cold!

I assume that the Title 39 means that they have to make the property subject to all motor vehicle laws (similar to the mall) as opposed to private property. I guess thats a good thing. The train thing, I don't have a clue on.

Just a guess but I'm gonna say that's "trail blazing" i.e. trucks needing an alternate path and going off the the pavement to get where they need to go--along with the environmental implications of said trail blazing...?
