Building would be severely restricted in parts of seven counties in an effort to protect drinking water supplies under the proposal that will now be considered by the full Senate and Assembly. The bill had previously been approved by an Assembly committee.

TRENTON, N.J. -- A plan to preserve hundreds of thousands of acres of land in the Highlands region was approved by a Senate environment committee Monday after weeks of political negotiations.
