According to the RT Town Planner, if you use the Thumma formula for determining what is a megachurch, then 6 of the 9 HoWs in RT would be classified as Megachurches.
Thumma was the "expert" relied upon heavily by VORTs zoning expert. But RT's planner basically discounted Thumma's views with the acknowledgement that they had little to do with zoning matters.
So, if that is the case, then what is a 10,000 person facility? Keep in mind that all these megachurches that exist in our town only hold at most a few hundred people. 10,000 is the number the planner said that this new facility could accomodate. Imagine the total impact if they run five services there on Sunday?
Clearly, we are going to change the conditional use zoning law(s) and then battle it out in the courts.
The whole notion of this cc thing is complete insanity.

Change the zoning laws? That is a good idea. Of course, as Dimin correctly pointed out with his "time of decision" comment, any rule changes now can't be applied to the CC application. Only the rules already on the books apply.
The town won't even bother trying to get around that fact, Dimin made that clear.

The town planner clearly stated that zoning laws can be changed during a proceding. It has been done in the past AND upheld in court.

It is pretty obvious that we change the law and let the chips fall where they may. Otherwise, this town is toast.
I must say that "shame on us" for having extremely slopping zoning definitions. (Monday morning quarterbacking, I know). However, we better shape up unless we want to see this happen again in the future.
