This is the letter in this week's Neighbor News.

It is clear by Russell Jones letter (3/17/04) that he does not fully understand the ‘planning board’ process, zoning issues, questions currently in front of the planning board regarding the land use definition of “Church”.

In Mr. Jones letter he states, “years ago Rockaway Twp. zoned the Agilent property for “conditional use”. This is absurd, the property in question is zoned “OB-RL” (Office Business Research Laboratory) and other use would require a “conditional use variance”.

The question of whether Christ Church is covered by the towns’ definition of “church” was first raise by the towns’ attorney. He requested both the applicant and the opposition (VORT’s) attorney research the matter and provide testimony to the planning board. They were asked to research the “Land use” definition of Church and to help determine if the planners could foresee and entity of this magnitude, a mega-church, when drafting the ordinances. As the term “mega-Church” did not exist at the time the town drafted the zoning ordinances in 1995, it is a reasonable question due to the fact the town planners may have made for some accommodation in zoning for such entities, had they existed.

Regarding Mr. Jones name-calling, how sad is it that a grown man must resort to such childish actions. The men he called names (an attorney and a certified planner) hold multiple advanced degrees, represent municipalities throughout the NJ, NY and other states, and they are true professionals who have a complete understanding of the subject matter they represent. Mr. Jones on the other hand thinks that the Agilent property was “zoned for conditional use”.

Mr. Jones claims there is some hidden agenda to “stall” this process. I would suggest that the overwhelming majority of Rockaway Twp would like to get through this process as quickly as possible, however it takes time to evaluate a plan of this magnitude (the Olive Garden at the mall has taken over 6 meetings in the planning board).

While we may agree that a house of worship contains such items as a sanctuary, school, kitchen, office and parking it is the sheer size of these ‘spaces’ that most find outright shocking. Lets evaluate: Sanctuary seating 3000 (nearly 3X the size of the Morris Knolls auditorium), School for 500, (yet with as many classrooms as Morris Knolls 9-12 1200 students), Kitchen (larger than the one at MK, and 4 times the size of the average 2000 sq ft HOME, 8000 sq ft!), and parking that will add 20 acres of impervious land coverage.

As for the other items you claim are “common to a house of worship” Cafeteria, gym, and meeting rooms I will address them individually. Most do not contain these spaces as separate spaces from those listed above, but again lets look at the size. The cafeteria that seats 1000 (over double the size of MK), Gymnasium and fitness center (double the size of MK’s gyms, weight rooms, wrestling rooms and locker rooms combined), simply stated this is a mammoth project.

Mr. Jones has mocked the residents of Rockaway Twp who have asked questions of the planning board, Mr. Ireland or the planners. This is part of the process and residents have every right to ask whatever question they feel will help them understand the project better. If the questions had been answered clearly by Mr. Ireland there may not have been a need for so many to ask in attempts of understanding how ANY organization could enter a project worth nearly 30 million dollars with NO projections of future growth. Simple candor could have sped up the process. We agree that someone has been stalling, we suggest you focus your attention to the far left of the stage (that is were the applicant sits).

Mr. Jones has stated that Christ Church is planning a 200K sq foot project, this is incorrect. According to the plans on file with the planning board the square footage is over 400,000. Further he has stated that Christ Church is going to plant trees. Yes, they likely will plant a few trees, AFTER they cut down sever hundred to clear the land for the additional 1100 parking spaces they must add.

Lets revisit your suggestion “we negotiate”. As of this date no member of Christ Church has reached out to “negotiate” with the exception of stating that unless the planning board approves the monstrous plan they will sue the town.

We care about our town, we care about clean water, protecting wetland, limiting urban sprawl, controlling traffic, ensuring fire and first aid services are available to the tax payers, and being a financially responsible community. It is clear that some people think only of themselves.

I would love to hear back from the good Rev on this letter - what would his rebuttal be? Can he imagine that the good folks of RT might actually care about the place we live? This is so not about race and religion, a blind man could see that (is the Rev blind?).

Trying to shoehorn this size 15 into our size 8 town is nothing short of selfish, period.

This is absurd, Dimin is not the Township Attorney whose name is Ed Buzak. You'd think that condesending, self important people like the Salsbergs and Jenkins would learn more about the Town they claim to love.
