If you're confident that all but a few residents are opposed to CC, the church has no chance in court and the PB will never approve the application, what do you hope to accomplish?
Ummm...last I knew we were hoping to accomplish the salvation of our way of life here; sans traffic, environmental, and infrastructure nightmares. And we have to do that through due process, I believe. We can't skip steps, not that I know of anyway.

We can not discount growth trends for these types of businesses. Basically, the plans are the same. A lot of square footage with no designated use has now replaced some of the areas of concern. The underground (yes underground) parking has expanded, and traffic would be directed through residential streets where our children play. NIMBY Baby! Bring it on rEV!

I thought not, not so bright are yOu??? Now it you're asking for the impossible. To my knowledge, no organization has ever been asked to cap growth (church or business). But if there is growth, I'm sure the church would what it's done in the past, move.
Based on comments made a PB hearings, the Mayor seems to fear RLUIPA laws will make it imposible to stop the church from expanding but think about it. Why would Ireland want to squeeze too many congregants into his church? If he is, as you seem to think a business man he certainly wouldn't want to make things uncomfortable for his customers...unless you truely belive he's out to hurt the citizens of RT.
As for infrastucture such as emergency services, roads, etc. my opinion comes from prior observation of RT officals. A few years back the Hibernia area of town was in need of a new fire truck. I recall presentations by firemen and a speach by then Councilman Sceusi. To make a long story short, Jimmy Donofrio proposed a new hotel near Rte 80 which ended up in a court battle involving claims that officials attempted to get Donofrio to pay $500,000 for a fire truck before getting approval. I believe similar circumstances are at work with CC.
Again it's only a opinion but ask any fire/rescue volunteer in RT. The Birchwood fire house is quite stressed due to the Mall...they need new equipment. Also the roads near 140 GPR already need an upgrade and I'm sure Council would like to have it paid for rather than expend tax dollars. I have no problem with putting infrastucture issues on the table so long as the laws governing usage fees are followed.
