Mayor Sceusi is a lawyer by trade. I spoke with him about two years ago about the problem at hand. He told me on the telephone that the most that we could possibly do with respect to the cc problem is to reduce its scope. What we are seeing is his wisdom come to pass. Our mayor is a very smart guy. Ireland is reducing the scope on and on - - - and it will keep on going. And it will keep on going till the fantasy must be approved because it would be insane to do otherwise by the "reasonable person" test of the law.
