Another possibility is that much like when a character in a TV series is not working out for whatever reason, he is written out of the show. It may be that his lame reiterations of "most in town", "as long as its legal", "follow the law", etc. were becoming too repetitious and no longer believable. The offsetting responses were becoming too well reasoned and no longer were as easily dismissed by the canned rhetoric. Perhaps there was also the realization that the selective editing would not be permitted indefinitely. Todd's client may have simply decided that it was time to pull the plug on good old Todd.
In true Hollywood fashion, Todd was written out of the script by being nearly lynched by a racist group of townsfolk. Apparently not the "most in town" that frequented his "store".
