A recent post mentioned Assembly Bill 1302 as clearing up the C-1 stream issue and whether CC would need to observe the 300 foot buffer requirement regardless of its Highlands exemption. The post further stated that this would happen in the next few days. I had a couple of questions regarding this post and Assembly Bill 1302 and was specifically wondering:
1. If it is expected to be signed by the Governor into law in the near future, and,
2. If it would require the observance of the 300 foot buffer irregardless of whether CC's Highlands exemption is ultimately upheld in court.
