I predict that the PB will "compromise" between the number that ireland wants for his business to thrive and the number previously stipulated. So, I am predicting around 1100 spots will be allowed.
As for the legal situation, I do not think that the courts care what liarlands testimony before the PB was; he has the upper hand in the courts with RLUIPA and RLUIPA does not specify the degree of integrity required of a religion or its leader.
Remember what a famous politician said under oath and nothing happened:
"I did not have sex with that woman, - - - Miss Lewinsky". Pols and Ministers have a much higher degree of immunity when it comes to lying under oath than the rest of us.
