Just Condem Agilent Property

Why are we screwing around with the idea of using the Agilent property for useful, needy purposes?  It is chemically contaminated as previously reported on this bbs.  If such a property is disturbed, it will most certainly exacerbate existing environmental problems. Best thing is to just leave it alone and monitor it.  It seems to us that we (RT) should just condem the property and let it rot where it is.  Any excavations will only spread the contamination.  The best use of the Agilent property, in our opinion is:

NONE.

Sounds good to me.  A few obvious questions on that subject that hopefully someone could answer:

1. what governmental body has the authority to condemn a site for environmental reasons?

2. is there any payment made to the owner?

3. if so, who would make the payment?  (hopefully the entity found to have caused the contamination.)

4. what degree of contamination is necessary for this to be done?

5. how is the process initiated?

6. how long would it take?

Any information on this would be greatly appreciated.
