CC Noise expert testified He had to assess noise issues - Major outdoor activites - rooftop HVAC. State Law is 65 decibels (7am to 10pm) at Proprtey Line and 10pm to 7am - 50 decibels He had done his evaluations in 2003.
What he rated noise on was - Traffic, Bagel shop, gas station, leaves and birds. Then in October 2005 he came is evaluate Sundays 57 and 61 decibels at Green Pond Rd & Meriden Road. (these were averages)
Then when the proposed site would be completed: (with all equipment, 51 HVAC rooftop units, trucks, loading docks, trash compactor, garbage pick up and parking garage exhaust fans) day (GP Rd) 50 decibels at property line 40 decibels at the resident homes night (GP Rd) 48 at property Line and 46 at resident homes
day (Meriden) 49 decibels at property line 48 dec at residents night (Meriden) 45 decibels at PL 46 at Resident homes
day (Beach Glen) 47 decibels at PL 46 at Resident homes night (Beach Glen) 44 decibels 40 at reisdent homes.
Keep in mind that there will be 51 rooftop units on the proposed building and (not sure) exhaust fans in the parking garage.
Later in testimony he stated that there are exemptions to the noise decibel level: Unamped human voice, bell, chimes in relation to religious services, emergency crews, ambulance, etc, energy devices, motor vehicle tracks, aircrafts, Public celebrations, explosive devices, normal operation of shooting range (all assoc with that area) and TRAFFIC TO & FROM.
so, explain why in 2003 & 2005 eveluations were done and included traffic?
He was questioned by RT expert and PB members - he did not consider traffic flow through out the site everyday, especially SUNDAYS. so that is something he needs to have answered by the next meeting.
We ran out of time for the public to ask questions, so that will be the next meeting FEBRUARY 6th. Although Mr Potenta has to review other information and supply the PB with answers he could not answer last night.
Also in testimony - per Ms Berger "THERE WILL BE NO SPEAKERS FOR OUTSIDE SPORTING EVENTS" The outdoor fields use will be for the school! - there was no mention of RT using the fields and the question was asked and answered.
I will be looking into the types of HVAC units they are proposing, will let you know what I find out.....
I'm confused. The way I read it the sound level will be going down AFTER all the HVAC's are installed on the roofs? Doesn't make sense to me. Or am I not understanding this correctly?
What REALLY does not make sense is that nobody is talking about the sound re-inforcement system and its characteristics. That is going to be the real problem, especially on the bottom end of the audio spectrum IMHO.
But, pay no mind to me.

Yes, I am talking about comming from the inside of the sanctuary (or whatever the hell he calls that thing) and the outside world. High frequencies of the audio spectrum will be well attenuated quite naturally by the acoustical absorbance characteristics of the walls of the building.
BUT -
Low frequencies are not well attenuated at all - - - frequencies below a few hundred Hertz. These frequencies propagate extremely well and are extremely bothersome to hear.
I will give you a case that you cal all relate to - - -
Ever hear a car pass by your house with a high power audio system pounding? Notice that you never hear the vocals, right? All that you hear is the pounding bass. The reason is that the interior of the car to outside interface is very good at attenuating high frequencies but does very little to the bottom end.
THAT is going to be the problem with the cc situation. Forget about the HVAC. That is all bs in terms of IMPACT, using ire-lands favorite term.
