The first one involves the Tithing of Religious Orgainziations in RT who want to become or remain members of the property tax exempt community:
* No religious organization requesting Property Tax Exempt Status from RT shall be permitted to exist as such unless at least 10% of their membership is represented as being Property Tax Paying members of the RT community.
* No known corrupt organizations, religious or otherwise, shall be permitted to have Property Tax Exempt status in RT.
