I just bought a copy of the daily record and read the article. I seems that it will become state law based on the overwhelming support that it got in the assembly and the fact that the governor supports it.

Any legal opinions out there on if and how it may apply to 140 green pond road?

Laws are never retroactive, thus changes can't be imposed upon application (or any actions) prior to the enaction of the law.
