More good news for the environment


More Good news for Rockaway Twp. and well maybe not such great news for Christ Church.

NOTICE TO ALL CHILD CARE CENTER LICENSE APPLICANTS

As of January 2007, a final licensing regulation [pdf 68 Kb] is in effect requiring applicants pursuing child care licenses to certify the history and environmental conditions of their proposed site to the Department of Children and Families (DCF). Of particular concern are sites located in a building that has ever housed, pursuant to the Uniform Construction Code (UCC) at N.J.A.C. 5:23:

Nail salon/Dry cleaner (Group B)
Storage (Group S)
High hazard (Group H)
Factory/industrial (Group F)
As part of the licensing/relicensing process, certification of whether the child care facility is in a building that ever housed an activity that falls under any of the four UCC group codes as listed above is required.

Past usage of a property relative to UCC group classification can best be provided by the construction code official of the municipality in which the property is located. A listing of municipal construction code officials can be found on the Department of Community Affairs web site at: http://www.nj.gov/dca/codes/misc/muniroster.htm. Questions about the Uniform Construction Code should be directed to the Department of Community Affairs, Code Assistance Unit at (609)984-7609.

If an applicant wishes to pursue licensing for a child care center whose building has ever housed a use that could be classified as a nail salon or dry cleaner, high hazard, factory/industrial, or storage pursuant to the Uniform Construction Code (UCC) at N.J.A.C. 5:23 the operator must comply with NJDEP and NJDHSS requirements with regard to soil and indoor environmental conditions.

All applicants, regardless of building use issues, must also certify that the center provides safe drinking water and complies with all other Department of Children and Families regulations regarding lead, asbestos and radon. Effective January 1, 2007, the DCF Office of Licensing also requires the operator of a child care center located in the same building or structure as a dry cleaner or nail salon to provide indoor air sampling results that demonstrate no impact on the child care center.

Effective June 1, 2007, all child care centers will be required to conduct an environmental review and receive a letter of No Further Action from NJDEP before the DCF Office of Licensing will approve an application.

The truth wins out over slick PR and personal attacks. The Christ Church Plan for the redevelopment of 140 Green Pond Rd is just too big for the area.
